✅ Flight Duty Time Limitations (FDTL) – What Changed?

In 2025, DGCA is rolling out major updates to FDTL norms in two phases to align with international standards and reduce pilot fatigue. 

Key highlights:

  • Weekly rest increased from 36 hours to 48 hours for many duty patterns. 

  • Night-duty definition extended: midnight to 06:00 hrs (instead of to 05:00) to cover more of the Window of Circadian Low (WOCL). 

  • The implementation is phased: 15 out of 22 clauses effective from 1 July 2025; remaining 7 clauses from 1 November 2025

  • DGCA also issued a draft Fatigue Risk Management System (FRMS) guideline for airlines.

  • The last WPC-conducted RTR(A) exam in Delhi will commence from 22 September 2025; afterwards DGCA will manage the exam. 

  • DGCA plans increased exam frequency, more cities (beyond Delhi, Mumbai, Chennai) and streamlined process.
